HOA Meeting Minutes

1. Call to Order
The HOA Meeting was called to order at 6:01 PM.
2. Approval of Prior Meeting Minutes
Norm Kazumura moved to approve the minutes from the previous HOA meeting. Harrison Goscenski seconded the motion. The motion passed unanimously.
3. Financial Snapshot
The membership reviewed current spending and the Association’s financial position and previous years’ income and expense reports.
A question was raised regarding differences in property tax expenses between years. The difference was attributed to missed or incorrect payments in a prior period.
No further questions were raised regarding spending.
4. 2026 Budget Discussion
The proposed 2026 budget was reviewed, including routine expenses such as taxes, insurance, and QuickBooks software.
Residents can review the approved 2026 Budget.
The landscaping quote had not yet been received but was expected within approximately two weeks. The Board discussed higher anticipated landscaping costs than in prior years, particularly for mulching and cul-de-sac maintenance.
The Board also noted that a quote was still pending for repair and repainting of the neighborhood entrance signs, including removal, refinishing, and reinstallation.
Harrison Goscenski moved to approve the 2026 budget. Mike Johnson seconded the motion. The motion passed unanimously.
5. Dues Collection and Enforcement
The membership discussed dues collection and enforcement procedures. If dues remain unpaid by December, liens may be filed. The Board reported that only one property is currently going to be subject to a lien.
The Board noted that late fees historically have not been enforced consistently, although a $25 late fee had previously been used. A stepped collection process was discussed:
- Initial notice
- One-month reminder
- $25 late fee after three months
- Additional $25 late fee after six months after which proceeding to a lien
The Board also noted its statutory authority to place liens on real estate for unpaid assessments.
A motion was made to approve the proposed dues collection framework and was approved unanimously.
6. Communications Plan
The membership reaffirmed that the HOA website is the Association’s official communication platform and that Facebook is not an official communication channel.
Residents were directed to use contact@hawksrunhoa.com for any concerns and change requests.
The Board stated that submissions should receive acknowledgment within 48 hours and a decision within 10 business days when review is required. The Board noted that denials are rare, but formal review remains required where applicable.
7. Community Updates and Resident Reminders
The subdivision is expected to be repaved in 2027.
Annual assessment bills will be sent at the beginning of July.
With many new neighbors in the subdivision, the membership discussed holding a neighborhood event. Interested residents were encouraged to contact the Board.
Residents were also reminded of several community rules and procedures:
- Yard signs are generally not permitted in the subdivision, although enforcement is handled with discretion. Residents were asked to be considerate, particularly outside of the month preceding an election, and to avoid vulgar signage. Signage is generally okay in the month leading up to an election.
- Residents should notify the Village if overnight street parking is needed, as vehicles have been ticketed.
- Residents should contact the fire department before any burning, as fines have been issued for noncompliance.
Residents concerned about ruts and other yard damage from the Frontier fiber installation were advised to leave a message at 608-884-3927 and await a return call, this number was provided by a resident who had raised concerns with Frontier and was in the process of getting the issues remediated.
8. 2027 Annual Meeting
The next Annual HOA Meeting was scheduled for May 2027, with the first or second week of May identified as the preferred timeframe. The motion passed unanimously.
